Some public conservation land on Maui is managed by the DLNR while other parts are managed by the Forestry and Wildlife Service. According to the Forestry & Wildlife website, “the public is generally free to enter Forest Reserves during daylight hours …”.
Much of the EMI land we like to hike lies within the Ko’olau Forest Reserve. We may have every right to be there.
